CH fans would very much like to see him back, and in his end-of-season review, he broke the silence on this possibility. It is now confirmed; he will not return to the metropolis.
So, Monahan wants to win now, and we can understand that. With his injury history, he doesn't have another 15 years to play in the NHL, and he wants an opportunity now.
He believes he could win in Winnipeg, but also elsewhere. It's not about salary in his case.
Remember what Kent Hughes said when he traded him. The GM mentioned that he would have liked to keep him, but he can't give him what he desires. He wasn't talking about money but about winning.
The CH isn't yet ready to become a contender, and that won't happen in the next 2-3 years either.
